disclaimer: i've never used an ATA drive on a sun box (only scsi). 
that said - are you sure you need to format it? have you tried just 
newfs'ing it? i've never had to use the actual format function on 
scsi drives - but again, that's all i've ever used, so who knows.

alternatively, perhaps ZFS could manage the details without any 
special actions at all, a la

zpool create {mypool}  c4t0d0
